I just had an email from Parcel Force to say that as of 1st January next year it is likely that they will have to charge VAT at the standard rate on their delivery services in the UK and Europe, and zero-rated for Worldwide parcels. This doesn't matter for those of us that are VAT registered, but would mean an increase in costs for those that aren't. It also mentions that it is affecting different aspects of the Royal Mail in different ways. I'm not sure what this means, but it may mean that normal post is affected too. This is the email I received...

Today as part of the Budget the Government has announced its intention to make certain changes to VAT that will impact on the postal services provided by Parcelforce Worldwide.

What is the change? If the change announced today becomes law, Parcelforce Worldwide will generally cease to be covered by the postal services VAT exemption.

What are the new arrangements? These would essentially be same as those for our competitors. For parcels sent by UK customers from a UK address, the standard rate of VAT (currently 17.5%) would apply to items being sent inside the European Union (including the UK) and a rate of zero would apply to items being sent to the rest of the world.

When will the change happen? The change announced will only occur if it becomes law. The draft legislation includes a date, and this is also subject to consideration by Parliament. The Government has proposed the change will apply on and after 31st January 2011.

Will this mean higher prices? No. Our prices will not be increasing, but they may become liable to VAT, which would therefore be added to our prices for certain services. Customers that are VAT registered will ordinarily be able to recover any VAT added.
HMRC (http://www.hmrc.gov.uk/vat/start/register/index.htm) provides useful information on the implications of registering for VAT, including voluntary registration.

What if I am unable to fully recover VAT? If you are currently not VAT registered and/or cannot fully recover VAT, then please let us know (by completing the short form) and we will contact you separately for a more detailed discussion.

What about Royal Mail? The change announced by the Government impacts different parts of the Royal Mail Group in different ways. Royal Mail and Royal Mail Wholesale will be communicating with their customers separately.

Everything I just read in the news didn't make sense because it all said that there will be no VAT changes, so I just searched through the budget documentation and found this:

The Government intends to amend VAT legislation as soon as possible in the next
Parliament to:
•• restrict the exemption for postal services to those services which Royal Mail
is obliged to provide

Goodness knows what that means in reality!

Why can't they explain this in a way that everyone will understand? It's frustrating when they use terms that only they understand. I'm mean come on, how hard would it be to use regular words?

We use Royal Mail and Fedex and we are charged vat which we reclaim back, by Fedex already. I have also noticed some suppliers charge vat on postage and some don't so looksl ike a lot of people out there don't even understand the vat rules now never mind in the future!

What don't you understand about the info posted? I thought it was quite clear.

RM are obliged to offer certain services by law - basically the delivery of letters. Other services are add ons and these will now be subject to VAT same as for other providers such as TNT or FedEx etc.

You don't have to charge vat on postage if the goods purchased are zero rated (well, you do, but it is at 0%). You do have to charge vat on postage if the goods purchased are standard rated.

I know, but I have lost count of how many suppliers have charged the full vat rate on items we have ordered whihc are actually zero vat! We are vat registered so it doesn't matter to us as we claim it back, but I imagine it makes a difference to small businesses who are not.

Information on the VAT changes

As part of the budget on Wednesday 24th March 2010, the Government announced plans to introduce VAT on some of Royal Mail’s products and services from Monday 31st January 2011. This follows a legal challenge to the VAT exempt status of our services and a ruling by the European Court of Justice on the services that can remain VAT exempt.

The overwhelming majority of Royal Mail’s customers will be unaffected by the Government’s proposed changes in VAT announced today, and First and Second Class stamped and meter (franked) mail, Standard parcels and the large majority of Royal Mail’s other services will continue to be exempt from VAT.
