Entirely depends on what you want to do with your site, how much traffic, and what you're site is going to store. (Shopping cart? Forum? Photography gallery?)

Like Miranda says - it entirely depends upon the purpose of your hosting.

If you will be running a basic brochure website you have completely different needs to someone who is running a full blown ecommerce store with forums, or a gaming server running counterstrike etc.

You need to work out what kind of traffic you will be getting to determine the best package, if you need any specific software (if you will be running Java you will need Tomcat, some shopping cart / photo gallery solutions require imageMagick for example).

Your target audience location also affects your choices - if you are hosting a website that will be having customers based in the UK you really need UK hosting in order for the site to correctly rank in the UK search engines - US hosting does you a disfavour. Of course if you are targetting the German or French market then you need a server in those countries - this has been discussed on many hosting forums, as you will find your site appearing in yahoo / google for the country the server is held in than perhaps the country you are targetting.
