Is the promoter of a competition the site hosting it or the site offering the prize?

I think it is the one providing the prize but wanted to check. :unsure:

The people running the comp I think - although terms could be negotiated... I say this because if for example you are providing a prize for a third party you don't get the entrants information.

I suspect it is the site running the comp - because, say they had three prizes from different companies, all three companies wouldn;t be running the comp together? It would be the site that is hosting it that would do all the arrangements.
