Surely they realise that you can create a new email address and profiles, be whoever you want to be online

It sounds like an idea in principle, but to be honest I can't see it working as there just seems to be too many flaws.

they can also change there ip so that they use a different one thats not regestered to them, if they dont want to be caught then they wont!

Government too busy claiming expenses instead of trying to understand the problems facing them. They can't ban people just via their e-mail address
