What is it?
On Wednesday 7th March 2007, sellers who list using the Auction-style, Auction-with-Buy It Now or Buy It Now Only (Fixed Price) formats, and who offer a free UK postage option to buyers, will be charged a reduced Insertion Fee of 5 pence and will also be able to use the Gallery Listing Upgrade (http://pages.ebay.co.uk/help/sell/gallery.html)feature for free for each item they list.

Surely this will cost you more though as you will pay FVF on your postage costs.
